Mulch is often piled around tree trunks like a volcano, which keeps the bark moist and at risk of fungal infestations, rather than in a ring starting about a foot from the trunk. The depth of mulch should only be about 3 inches to both prevent roots growing into the mulch and avoid smothering the roots.
Extensive planting of a single species or variety makes them more susceptible to disease epidemics and insect infestations especially if they are known to be susceptible to a destructive organism. This waste is most typical of taxpayer funded landscape projects going to the lowest bid (per plant) without regard to aesthetics, mature spacing, and maintenance. The plants are selected solely for maximum profit based on low price, high markup, and high available quantity rather than aesthetics and what is best suited for the site.
