New Jersey tea, Ceanothus americanus, is an easily overlooked shrub that is usually only about waist high at most.  As the common name indicates it was used as a tea substitute during the Revolutionary War, but this practice was likely discontinued due to the apparent lack of a mind altering substance, namely caffeine.  It would be suitable for a low deciduous hedge besides having clusters of small white flowers.
